The idea of a world championship for rugby was originally conceived in the mid-20th Century. The International Rugby Board (IRFB), did a feasibility study in 1984. Australia proposed the tournament for the first time in June 1983. Two proposals were rejected at the IRFB by Australia, but the concept was revived during the 1980s. In 2009, the International Olympic Committee (IOC), voted to include rugby at the Olympic Games. The first international rugby match was played between England and Scotland in 1988. The tournament was also held in Japan the year after, making Japan the first Asian team to host it. It was also first time that all matches took place on the same ground.

The International Rugby Board held an international vote on the idea for a World Cup. A vote of 10-6 was cast. Two of the two proposals were rejected by the IRFB, but they were convinced of the merits. In 1985, a world soccer cup proposal was approved. Initially, the competition was limited to 16 countries. However, it was later expanded to include 20 nations. New Zealand won four Rugby World Cups in the tournament. In addition to winning the tournament, the All Blacks became the first team to win the title three times, and became the first team to defend the title.

In December 1984, an International Rugby Board feasibility study was initiated. This study was aimed at determining the cost, timetable and logistical requirements of holding a world cup. South African delegates were also consulted by the IRFB about the potential for a world cup. South Africa's Apartheid regime had banned international sports. It was only after the end of apartheid that the IRFB was able to readmit South Africa to the competition.

New Zealand emerged as the dominant force during Rugby World Cups. They were expected to win for the fourth consecutive time. They won in 1995, 1999, and 2006.
